Early life and education
Sarma was born in Jorhat, Assam, on February 1, 1969. The family then moved to Ulubari, Gandhibasti in Guwahati, along with six siblings. He is a member of an Assamese family that has its roots in the Nalbari district’s Latima. After getting married to Riniki Bhuyan Sarma in 2001, Sarma has two children: Sukanya Sarma, who attended Mayo College Girls School, and Nandil Biswa Sarma, who attended The Doon School.
After completing his elementary and secondary education at Kamrup Academy School in Guwahati in 1985, Sarma enrolled in Cotton College—now Cotton University—in Guwahati for his undergraduate studies. He was chosen to serve as the Cotton College Students Union’s general secretary, a position he held from 1991 to 1992. Sarma, a graduate of Cotton University, is the seventh chief minister of Assam.
Political career
After Sarma defeated Asom Gana Parishad leader Bhrigu Kumar Phukan in 2001, he was elected to the Assam Legislative Assembly for the first time from Jalukbari. In 2006, he was elected again, and in 2011, he won a 78,000-vote margin to win a third term in office. From 2002 to 2014, Sarma served as the Minister of State for Agriculture, Planning and Development, Finance, Health, Education, and the Implementation of the Assam Accord, holding significant state and cabinet-level responsibilities.
In addition to being appointed Cabinet Minister for Health in 2006, he was also given the responsibility of Education in 2011. Three medical colleges were constructed in Jorhat, Barpeta, and Tezpur during his administration.[18] Additionally, he started the construction of five additional medical colleges in Kokrajhar, North Lakhimpur, Nagaon, Dhubri, and Diphu.

Controversies | • In 2017, Himanta landed into a controversy for his comments that people suffered from cancer and accidents because of the sins committed in the past. While calling it ‘Divine Justice’ Biswa said, It is mention even in Gita, Bible about the outcome of one’s actions. No point in being sad… everyone will face the outcome of this life’s actions in this life only. Nobody can escape the divine justice that will happen.”However, he later apologise for his words. • In 2020, a complaint was file against Biswa by the Indian National Congress at the Bhangagarh police station in Guwahati for falsely claiming that AIUDF supporters raised “Pakistan Zindabad” slogans at the Silchar airport to greet Badruddin Ajmal. • In 2021, Sarma was barred from holding public meetings, processions, rallies, roadshows, and interactions with the media for 48 hours by the Election Commission of India (EC) following the complaint registered against him by the Congress party. The members of the party alleged that Himanta had threatened Hagrama Mohilary, chairman of the Bodoland People’s Front. • In September 2023, the Indian politician and social worker Gaurav Gogoi made allegations against Sarma and his wife regarding the acquisition of a Rs. 10 crore subsidy from the Government of Assam through the Prime Minister’s Kisan Sampada Yojana, originally introduced to support local entrepreneurs and farmers. In an interview, Gogoi claimed that Biswa’s wife had improperly secured this subsidy for her company, Pride East Entertainment Private Limited. Furthermore, he called for Biswa’s resignation from the position of Chief Minister of Assam due to his alleged involvement. In the interview, Gaurav Gogoi said, It hardly matters how much money has been credited to the account of the Chief Minister’s family. Government subsidies should be given to local entrepreneurs and farmers genuinely in need of support.” Biswa and his wife, however, later addressed the issue in an interview and denied the accusations. They even mentioned taking legal action against Gogoi for defamation. Biswa also expressed his willingness to step down from his post if concrete evidence surfaced against him and his wife.
