Morgan was a whip and the House of Lords’ Shadow Minister for Foreign Affairs from 2014 to 2016, in addition to her role as the Minister for Wales from 2013 to 2016. In 2011, she was made a peer and given the title Baroness Morgan of Ely. She was in charge of leading Labour on two bills pertaining to Wales and the EU Referendum Bill in the House of Lords. From 1994 to 2009, Morgan served as a member of the European Parliament for the Labour Party, representing Wales. In this capacity, she was designated as the Labour representative for business, science, and energy as well as the 200-member Socialist Group’s representative on issues related to budget control.

On behalf of the Parliament, she wrote the Green Paper on energy and oversaw the debates on the Electricity Directive, where she pushed for the EU’s member states to address fuel poverty and secured additional rights for consumers.Morgan was employed by SSE (SWALEC), one of the biggest energy firms in the UK, as the Director of National Business Development in Wales from late 2009 until July 2013. She was in charge of the SWALEC Smart Energy Center’s construction in Treforest. She was also named to the Cardiff Business Partnership’s Chair position.

Mair Eluned Morgan, Baroness Morgan of Ely is a Welsh Labour politician serving as Cabinet Secretary for Health and Social Care in the Welsh Government since 2021. Morgan has served as a Member of the House of Lords since 2011 and as a Member of the Senedd since 2016.

European Parliament

She was a stagiaire for the Socialist Group in the European Parliament in 1990. Morgan was chosen to represent Mid and West Wales as a member of the European Parliament in 1994. When she took her position, she was the youngest MEP in existence. She was elected in both the 1999 and 2004 elections to serve as an MEP for Wales.

Eluned Morgan represented the 180-member Socialist Group as its spokeswoman on budget control. She also served as the European Energy, Industry, and Science spokesperson for the Labour Party. She took the lead in negotiating the European Parliament’s position during the reform of the Electricity Directive and was in charge of writing the European Parliament’s response to the Energy Green Paper.

After leaving the Parliament, she served as SSE in Wales (SWALEC)’s Director of National Development from 2009 to June 2013, during which time she oversaw the creation of the organization’s new SWALEC Smart Energy Center in Treforest. Morgan was gazetted as Baroness Morgan of Ely, of Ely in the City of Cardiff, on January 27, 2011, following the announcement on November 19, 2010, that she had been awarded a life peerage and will sit on the Labour benches of the House of Lords.

Welsh Parliament and Welsh Government

Morgan was chosen in 2015 to run on the Mid and West Wales regional list for the 2016 Welsh election. She was chosen as an Assembly Member in the Senedd on May 5, 2016, based on the regional list. She was named Minister for Welsh Language and Lifelong Learning in November 2017. In December 2018, Morgan was appointed Minister of State for Foreign Relations and the Welsh Language. In the 2018 Welsh Labour leadership contest, Morgan ran. Subsequently, she was designated by First Minister Mark Drakeford as Minister for the Welsh Language and International Relations. In October 2020, she was reassigned as Minister for Mental Health, Wellbeing, and the Welsh Language.

The Welsh Conservatives filed a vote of no confidence in Morgan in March 2023 as a result of growing disapproval of the way she handled the Betsi Cadwaladr situation. There were 29 votes against the motion and 26 in favor, so it was defeated. Morgan announced in July 2025 that she would be running on a unity ticket with Huw Irranca-Davies for the July–September 2025 Welsh Labour leadership election. If Morgan won, Irranca-Davies would be her deputy first minister.

Eluned Morgan was appointed to the Welsh Assembly Advisory Group, which was tasked with creating the Senedd’s standing orders. After serving on the Welsh Labour Party Executive for eleven years. She was one of the founding members of the cross-party organization called Yes for Wales. Which advocated for the creation of the Assembly.

In addition to being an Honorary-Distinguished Professor and Fellow at Cardiff University, Morgan is a Fellow of Trinity College Carmarthen.
