Bullock was born in Arlington County, Virginia, on July 26, 1964. She was the daughter of German opera singer and vocal teacher Helga Mathilde (née Meyer; 1942–2000) and Army employee John Wilson Bullock (1925–2018), a part-time voice coach from Birmingham, Alabama. Her mother met her father at Nuremberg, when he was stationed to oversee the Army’s Military Postal Service in Europe. In Germany, her parents got married. Bullock’s maternal grandpa was a Nuremberg-born German rocket scientist. After the family moved back to Arlington, her father started working for the Army Materiel Command and then joined The Pentagon as a contractor. Gesine Bullock-Prado, Bullock’s younger sister, presided over Bullock’s production firm, Fortis Films.
Bullock was raised speaking German and spent twelve years living in West Germany’s Nuremberg as well as Austria’s Vienna and Salzburg. In Nuremberg, she had a Waldorf education. Bullock spent most of her childhood years staying with her aunt Christl and cousin Susanne, who went on to marry politician Peter Ramsauer. Bullock’s mother traveled Europe on opera tours.
