After a failed candidacy for Mayor of New York City in 1989, he won in 1993 and was reelected in 1997, running on a “tough on crime” platform. From 1994 to 2001, he oversaw New York’s contentious “civic cleanup” effort.

Giuliani was born on May 28, 1944, in the East Flatbush district of Brooklyn, New York City, which was then primarily an Italian American enclave. He is the only child of working-class parents Helen and Harold Angelo Giuliani, who were both born to Italian immigrants. Harold Giuliani, a plumber and bartender, struggled to find work, was convicted of criminal assault and robbery, and served prison time in Sing Sing. After his release, his father worked as an enforcer for his brother-in-law, Leo D’Avanzo, who managed an organized crime-linked loan sharking and gambling racket from a Brooklyn restaurant.
Giuliani was reared as a Roman Catholic. When he was seven years old, his family moved from Brooklyn to Garden City South on Long Island, where he attended St. Anne’s Catholic School. He later commuted back to Brooklyn to attend Bishop Loughlin Memorial High School, from which he graduated in 1961. Giuliani attended Manhattan College in Riverdale, Bronx, majoring in political science and minoring in philosophy. Giuliani was elected class president in his sophomore year but was not reelected in his junior year. He joined Phi Rho Pi, a college forensic fraternity and honor society. He graduated in 1965.
