Born in San Diego, California, to Sharon and Norman Powell Sr., Powell was introduced to basketball by his uncle, Raymond Edwards. He attended Lincoln High School, where he helped rebuild the basketball program after the school had recently been rebuilt and lost many athletes. Powell led the team to back-to-back California Interscholastic Federation (CIF) San Diego Section 2A championships in 2009 and 2010, as well as the 2010 CIF Division II Boys’ State Championship.
