Early Life and Career
Jessica Phillips was born and raised in Birmingham, the youngest of four children. Her father, Stewart Trainor, was a teacher, while her mother, Jean Trainor (née Mackay), served as an NHS administrator, eventually becoming deputy chief executive of the NHS Confederation and chair of the South Birmingham Mental Health Trust. Growing up in a politically engaged family, Phillips once remarked that living with her father was akin to living with Jeremy Corbyn. She attended King Edward VI Camp Hill School for Girls and dreamed of becoming Prime Minister.
Phillips studied economic and social history along with social policy at the University of Leeds from 2000 to 2003, where she also participated in protests against the Iraq War. Later, from 2011 to 2013, she pursued a postgraduate diploma in public sector management at the University of Birmingham. In her early career, Phillips worked with her parents at their company, Healthlinks Event Management Services. From 2010, she was employed by the Women’s Aid Federation of England as a business development manager, overseeing refuges for domestic abuse victims in Sandwell, West Midlands.
