Wendy Joan Williams was born July 18, 1964, in Asbury Park, New Jersey. Shirley (née Skinner) and Thomas Dwayne Williams have three children; she is the second. Shirley was a special education teacher, and Thomas was a teacher and principal who, in 1969, became the first black school administrator in Red Bank, New Jersey. Following the 1970 race riots in Asbury Park, the family relocated to Wayside, a mostly white, upper middle-class community in Ocean Township, New Jersey. Every summer, they went to Oak Bluffs, Massachusetts, and attended a Baptist church there. As a child, doctors advised Williams to take medication to regulate her hyperactivity.
