Diggs attended Our Lady of Good Counsel High School in Montgomery County, Maryland, where he was a standout athlete in both football and track. As a junior in 2010, he recorded 810 receiving yards and 23 touchdowns, earning runner-up honors for Gatorade Maryland Player of the Year. During his senior year, he posted 770 receiving yards, 8 touchdowns, and also contributed 277 rushing yards and 3 touchdowns on the ground. Additionally, Diggs showcased his versatility by playing defense, recording 31.5 tackles, 5.5 tackles for loss, and one sack. His exceptional performance earned him first-team All-Metro honors from The Washington Post and All-County recognition from the Montgomery Gazette. In 2011, Diggs was named MVP of the U.S. Army All-American Junior Combine and was invited to play in the 2012 U.S. Army All-American Bowl.
In track and field, Diggs was a sprinter with impressive times. At the Bill Carver T&F Classic in 2011, he placed 7th in the 100-meter dash with a time of 12.00 seconds and helped his 4×200 meter relay team finish third with a time of 1:32.10. As a senior, he ran his personal best in the 200-meter dash with a time of 22.30 seconds and helped his 4×100 meter relay team secure a second-place finish. Diggs was also clocked at 4.43 seconds in the 40-yard dash, further showcasing his athleticism. A consensus five-star recruit, he was ranked as the No. 2 wide receiver in the nation and the top recruit in Maryland by Rivals.com. Diggs chose to stay close to home and committed to the University of Maryland in February 2012, despite offers from top programs such as Florida, USC, Cal, Ohio State, and Auburn.
