Jammu And Kashmir, Haryana Assembly Elections In Numbers
The Election Commission announced today that the Jammu and Kashmir assembly election will take place in three phases on September 18, 25, and October 1. In addition, the Haryana assembly election is scheduled for October 1 with votes being counted for both on October 4. This assembly election in Jammu and Kashmir comes after the state was divided into two Union Territories, including Ladakh, and the special status under Article 370 of the Constitution was revoked.
Opposition groups opposing the removal of Jammu and Kashmir’s special status have been calling for the assembly election to take place. The Supreme Court had instructed the Election Commission to conduct the assembly election in Jammu and Kashmir by September 30 of the current year. Article 370 granted Jammu and Kashmir its own Constitution and authority over decision-making in all matters except defense, communication, and foreign affairs. The most recent assembly election in Jammu and Kashmir took place in November-December 2014. Srinagar, Ganderbal, Poonch, Rajouri, and Reasi are among the key regions that will vote in the second phase, while the final phase will involve voters in north Kashmir, Udhampur, Jammu, and Kathua.

Background
The previous assembly elections were held in November and December 2014. Following the election, a coalition of the Jammu and Kashmir Peoples Democratic Party and the Bharatiya Janata Party formed the state administration, with Mufti Mohammad Sayeed as Chief Minister. Chief Minister Mufti Mohammad Sayeed died on January 7, 2016. Following a brief time of Governor’s rule, Mehbooba Mufti was sworn in as Jammu and Kashmir’s next Chief Minister. In June 2018, the BJP lost its support for the PDP-led administration, and Governor’s rule was installed in Jammu & Kashmir. Satya Pal Malik, the governor of Jammu and Kashmir, dissolved the state assembly in November 2018. No elected government in J&K
Jammu and Kashmir has been without an elected government since June 2018, when Bharatiya Janata Party (BJP) broke its alliance with Peoples’ Democratic Party (PDP) forcing Mehbooba Mufti to resign as chief minister. The state was headed by then Governor Satya Pal Malik, who dissolved the J&K Legislative Assembly on November 28, 2018, soon after Mehbooba Mufti staked claim to form the government with the support of Congress and National Conference (NC).
However, on December 19, 2018, then President of India, Ram Nath Kovind, issued a notification announcing President’s Rule in J&K under Article 356 of the Constitution of India. Eight months later, on August 5, 2019, the BJP-led government at the Centre repealed Article 370, providing special status to J&K, and bifurcated the erstwhile state into union territories.

There are a total of 90 assembly constituencies in Jammu and Kashmir, of which 74 are general, SC-7 and ST-9. There will be a total of 87.09 lakh voters in Jammu and Kashmir, of which 44.46 lakh are males, 42.62 lakh are females, 3.71 lakh are first-time voters and 20.7 lakh are young voters. The Amarnath Yatra will end on August 19 and the final voter list will also be published on August 20. “11,838 polling stations in Jammu and Kashmir which has 87.09 lakh voters, including 42.6 lakh women, across 90 constituencies,” said CEC Rajiv Kumar.
