Dmytro Kuleba Biography: Dmytro Ivanovych Kuleba (born April 19, 1981) is a Ukrainian politician and diplomat who now holds the position of Minister of Foreign Affairs. He serves on Ukraine’s National Defense and Security Council as well. He is Ukraine’s youngest foreign affairs minister, having previously served as Deputy Prime Minister of Ukraine for European and Euro-Atlantic Integration and Permanent Representative of Ukraine to the Council of Europe from 2016 to 2019.

On July 23-26, 29 months after Russia launched its all-out invasion of Ukraine, Ukrainian Foreign Minister Dmytro Kuleba finally paid a visit to China, one of Moscow’s closest foreign supporters. Early life
Kuleba was born on April 19, 1981, in Sumy, then known as the Ukrainian Soviet Socialist Republic of the Soviet Union. He received an honors degree in International Law from the Institute of International Relations at Taras Shevchenko National University in Kyiv in 2003. Kuleba then earned a Candidate of Sciences degree (equivalent to a PhD) in Law in 2006.

Foreign officer
Kuleba has worked for Ukraine’s diplomatic service and the Ministry of Foreign Affairs since 2003. He left official employment in 2013, stating his dissatisfaction with Ukraine’s president Viktor Yanukovych’s policies, and went on to chair the UART Foundation for Cultural Diplomacy. He was an active participant in the Euromaidan protests in 2013-14. At the height of the Russian invasion of Ukraine in 2014, Kuleba returned to the Ministry of Foreign Affairs as Ambassador-at-Large to initiate strategic communications. He integrated the principles of digital diplomacy, strategic communications, cultural diplomacy, and public diplomacy into the Ministry’s operations. Kuleba was named the Ukrainian Permanent Representative to the Council of Europe in 2016.

Political office
He served as the Deputy Prime Minister for European Relations from August 2019 to March 2020. He took office as Minister of Foreign Affairs on March 4, 2020. In an interview on April 27, 2020, he discussed the obstacles he sees in his new position. Kuleba referred to Russian President Vladimir Putin as a “war criminal” during a lengthy interview on March 24, 2022. He stated that the Russians had already deployed white phosphorus munitions and cluster bombs.
On May 10, 2022, Kuleba stated that “in the first months” of the Russian invasion of Ukraine, “the victory for us looked like withdrawal of Russian forces to the positions they occupied before February 24 and payment for inflicted damage. Now, if we are powerful enough on the military front and win the struggle for Donbas, which will be critical to the conflict’s subsequent dynamics, the victory for us in this war will be the liberation of the rest of our territory,” including Donbas and Crimea.

Personal life
Kuleba wrote The War for Reality in 2019. How to Win in a World of Fakes, Truths, and Communities is a book about modern communications, media literacy, and disinformation prevention. The Institute of World Policy selected Kuleba the Best Ukrainian Ambassador of the Year 2017 in December 2017. The mother of Kuleba is Yevhenia Kuleba. His father, Ivan Kuleba, is a career diplomat who served as Ukraine’s Deputy Minister of Foreign Affairs (2003-2004), ambassador to Egypt (1997-2000), the Czech Republic (2004-2009), Kazakhstan (2008-2019), and Armenia (2019-2021). Uleba is the mother of two children. In the 2020 Kyiv local election, his former[41] wife Yevhenia was ranked first on the Servant of the People party’s ticket for the Kyiv City Council.
